LIEDA AT A GLANCE
LIEDA was established through Ordinance IX of 1984 to plan and boost up industrialization in District Lasbela, Balochistan. This Authority is an autonomous body working under the umbrella of the Industries & Commerce Department, Government of Balochistan. According to Section-___ of the Ordinance, LIEDA was promulgated with the mandate to develop industrial estates and to promote industrialization in District Lasbela, Balochistan.
The focused objectives of LIEDA include creating an enabling environment for accelerating the pace of industrialization in District Lasbela, Balochistan, attracting foreign and local investment, enhancing export volume, and creating job opportunities, specifically for the people of the area.
In order to facilitate the investors to do their businesses with ease, LIEDA is procuring electricity and water in bulk from concerned organizations and is providing these utility connections under ONE WINDOW FACILITATION to its consumers through its own laid down distribution systems and networks.
LIEDA ensuring implementation of the given mandate has established and is operating the following five industrial estates in District Lasbela, Balochistan:-
HUB INDUSTRIAL TRADING ESTATE
Tehsil Hub is the Industrial City of Balochistan where a large number of National and Multi-National Industries are operating successfully.
A well planned Industrial estate established in the Year 1979 spread over 1226 acres of Land. All infrastructure facilities are readily available. The land is allocated on a 99 Years lease basis at very economical rates. The total number of Industrial plots is 1383 and we have graded plots starting from 1250 sq. meters to 10,000 sq. meters. The rates for Industrial plots in this estate for Current Financial Year (2022-23) costs Rs.3,500/= per square meter on lump sum payment mode while on installment mode it costs Rs.4,000/= per square meter in case of opting installment mode of payment 50% is payable with application whereas the remaining amount shall be payable within two years in 8 equal quarterly installments. In other Land Charges allottee is liable to pay Annual Ground Rent @ Rs.12/= per square meter charged in advance. There are 156 units established in this estate where different types of Industries are installed which includes Textile, Engineering, Steel Re-rolling mills, Chemicals, Foods and Confectionary, Pharmaceuticals, Plastic, Paper Mills, Paper Conversion, Automobile Assembly and Allied Industries. The facilities like Fire Station and telecommunication are also available within the Industrial Estate. We have Banks, Police Station and Post Office at your service as well.

Marble City, Gadani
BALOCHISTAN is extremely rich in mineral (both precious and dimensional stones) resources which are still untapped. Out of 28 districts, mining is being done in 13 districts. If given due importance and developed properly this mining sector can produce miracles for the economy of the country. Even with the distressing situation because of lacking infrastructure at mining sites, whatever stones are exported from Pakistan, 90% of the same come from Balochistan.
Marble City has been established in the year 2004 with the idea to promote Stones of Balochistan and being a natural requirement, this place has become a project of international stature. All relevant infrastructure facilities & utilities like roads, water supply and electricity have been provided within this city. The total area of Marble City Gaddani is 600 acres, the Phase-I was developed on 238 acres of land. The minimum modules of plot are 1000 sq. meters and 2,000 sq. meters. In case of higher land requirement multiples of minimum module can be selected as per requirement of industry. The term of lease if for 99 years. The rates for Industrial plots in this industrial city for Current Financial Year (2022-23) costs Rs.1,250/- per square meter on lump sum payment mode while on installment mode it costs Rs.1,500/= per square meter in case of opting installment mode of payment 50% is payable with application whereas remaining shall be payable within two years in 8 equal quarterly installments. In other Land Charges allottee is liable to pay Annual Ground Rent @ Rs.7/- per square meter charged in advance. Presently 49 units have commenced production whereas many others are in process of construction & installation of machinery etc.
Marble City Gaddani has not only provided most enabling working environments to the processors but it has also opened opportunities for the mine owners to establish their warehouses from where buyers of stones in large quantity will be able to get stones in required quantity, color, types and sizes as well.
Winder Industrial & Trading Estate
Winder industrial & Trading Estate was established in the year 1990. A fast growing industrial area spreads around 230 acres provided with all infrastructure facilities. Land is available on 99 Years lease basis at very economical rates of Rs.500/= per square meter on lump sum payment option (cost of land variable) and on opting payments in installment it costs Rs.600/- per square meter 25% is payable along with application whereas remaining shall be charged in eight equal quarterly installments within two years. Besides, the allottee is liable to pay annual ground rent amounting to Rs.7/- per sq. meter.

Uthal Industrial Estates (Phase-I)
This Industrial Estate was established in the year 1971. Initially this industrial estate was developed and managed by the Director of Industries & Commerce Department, Government of Balochistan and upon promulgation of Lasbela Industrial Estate Development Authority (LIEDA), the control of this Industrial Estate was handed over the LIEDA.
Uthal Industrial Estate is located at the distance of 120 Kilometers from SITE, Karachi spread over an area of 2138 acres. In view of location at a large distance, this industrial estate could not achieved the planned targets for industrial development, therefore keeping in view the locational disadvantage, LIEDA with prior approval of its Board of Directors planned for utilization of land of Uthal Industrial Estate (Phase-I) for setting up of Agro-based industries, corporate farming, Marble & Mineral Processing for development of sustainable industrialization being based on locally available raw material.
Uthal Industrial Estates (Phase-II)
Uthal Industrial Estate (Phase-II) is located at the distance of 80 kilometers from SITE Karachi on main Coastal Highway, Zero point Uthal. Keeping in view development of Deep Sea Port at Gwadar, LIEDA in the year 2004 acquired 1000 acres land for development of Warehousing and industrial facility however this scheme could not be executed in view of delay in operationalization in Gwadar Deep Seaport.
Since, Gwadar Deep Seaport has now been functioning therefore LIEDA has planned for development of this industrial estate in PPP mode. The EOIs will be invited shortly.
The project is currently undergoing the development of infrastructures with the electricity, gas, and sewerage networks in process of execution. Hub SEZ was granted a special zone status by the Board of Approvals (BOI) in May, 2020. It enjoys fiscal incentives of 10 years income tax holiday and zero duty on import of plants and machinery.
This project envisages the establishment of Hub Special Economic Zone on 406 acres of land by providing basic amenities to the industrial sector by developing 65 industrial plots along with the development of 10 warehousing plots, a fuel dispensing station, a weighbridge, 2 masjids, wastewater treatment plant, 2 car parking, office building, technical training center, bank, health center, shops, internal roads, and green areas, police station, facilitation center / one window facilitation center, and fire emergency building.
Developed industrial plots shall shortly be offered to the potential investors on 50 years lease at very economical rates of Rs.15 million/acre on deferred payment.
